Position Title Municipal Law Enforcement Officer II

Summary of Duties Reporting to the Manager, Municipal Law Enforcement Services, investigates infractions of Municipal By-laws in accordance with Council Policy. Examines applications for permits to ensure compliance with the applicable by-laws, and replies to legal enquiries regarding property transactions.
Work Performed
  • Investigates infractions of Municipal By-laws. Inspects premises, identifies or verifies infractions, takes statements and prepares reports. Issues notices of contravention, Orders to Discontinue Activity, Work Orders, and undertakes legal action when necessary. Obtains search warrants when necessary. Serves summonses when required and gives evidence in court on by-law infractions. Examines all applications for building, demolition, sign, pool fences, mechanical, plumbing and drainage permits to ensure compliance with the applicable by-laws, approved site plans and Committee of Adjustment decisions. Requests revisions to plans by the designer for compliance with requirements.
  • Acts as a Property Standards Officer and conducts inspection of properties under the Property Standards By-law and Vital Services By-law when assigned; issues Property Standards Orders where necessary and undertakes legal action; registers and discharges orders.
  • Co-ordinates and supervises clean-ups and repairs of properties, graffiti removal, sign removal from City and private property, and repairs of swimming pool fences to City standards. Inspects new and existing swimming pool fences for compliance with the by-law. Replies to lawyers’ letters on property transactions manually or through the computer.
  • Provides information, advice and recommendations related to Municipal Law Enforcement issues including collecting and synthesizing information, undertaking research and analysis, problem solving and formulating practical solutions and strategies.
  • Examines and stamps survey plans for compliance with the applicable zoning by- laws. Examines business and liquor licence applications to ensure compliance with the applicable zoning by-law.
  • Furnishes zoning information on request to staff and public by telephone or written correspondence or at the division counter including completion of referral form to the Committee of Adjustment.
  • Prepares and serves Provincial Offences Part I and Part II Certificates, Part I Summonses and Provincial Offences Part III Summonses of the Provincial Offences Act.  Updates computerized zoning records.
  • Conducts related assessment, non-complex title searches and certified vehicle ownership searches.
  • Calculates fees for additional by-law inspections in accordance with the Various Fees and Services By-law.
  • Maintains accurate records, compiles material, prepares correspondence and reports on status of on-going investigations relating to complaints.
  • Takes measurements on various properties to determine property lines.
  • Operates a City vehicle when available.  
  • Required to work evenings and weekends.
  • Performs related duties as assigned.
Qualifications Two years of post secondary education in Land Use Planning, Law and Security Administration, Police Foundations or in an equivalent related field. Working knowledge of the Planning Act is recommended.
Experience Two to three year’s related experience in Municipal Law Enforcement matters.
Specialized Training and Licenses Valid Driver’s License – G
