Position Title Manager, Development Engineering

Summary of Duties  
Reporting to a manager, responsible for planning, coordinating and administering all engineering related aspects of development applications under the Planning Act. The Manager, Development Engineering will provide leadership and direct the work of a Development Services Engineering team within a multi-disciplinary team environment to achieve cost effective, efficient and timely service delivery.
Work Performed  
Responsible for day to day operations of technical engineering staff within a multi-disciplinary development approvals team in Development Services and oversee the engineering aspects of development applications from initial consultation to assumption of the subdivision by Municipal Council.
Liaise and negotiate with consultants, contractors and developers on engineering and related matters relative to contracts, agreements, studies and standards and maintain continued contact with the industry regarding standards and specifications for land development. Assist with complex development files including liaison with the developer on unusual technical challenges on works with contentious cost, feasibility and/or scheduling issues.
Responsible for providing engineering input into the preparation of subdivision, development and servicing agreements and the Committee of Adjustment and the London Consent Authority.
Oversee the review and approval of servicing drawings for subdivisions and site plans with regard for the proper application of design standards for works to be constructed by developers and assumed by the City.
Responsible for the administration of the approval conditions as they relate to City policies in regard to the certifications, securities and other matters. Manage securities administration and subdivision assumption processes for development including analysis and decisions regarding unusual situations, issues requiring resolution and reporting on securities management, ensuring the City maintains adequate securities through development agreements to adequately secure against potential default by developers.
Develop and monitor the City’s practices for conditional clearance and assumption inspections as well as additional site visit opportunities to ensure efficient application of staff resources.
Develop documentation in regard to approval processes, policies, procedures and engineering servicing standards and implement training to support development related policy and process reforms to all affected parties both within the City and within the industry to ensure clarity and uniform application of City requirements.
Prepare Divisional reports comparing the operations performed by their team against established benchmarks related to services, financial, administration and staff performance.
Communicates verbally and in a written format on technical, monetary, policy and cooperative issues with all levels of staff within PEESD on issues related to the development of land and its integration into existing infrastructure.
Research and prepare reports for review by the Manager, Development Services for various Committees of Council and other committees as required.
On occasion will prepare and/or make presentations at City committees, public meetings, to corporations, schools, and area municipalities to promote the City of London's programs and operation.
On occasion will undertake to challenge other engineer's design concepts.
Assist in the planning, organization and supervision of reporting technical staff, undertaking hiring, firing and disciplinary duties as necessary in consultation with the Manager, Development Services.
Provides Backup coverage for other Manager, Development Engineering in Development Services as needed.
Performs occasional inspections of development projects along with assigned technical staff to ensure appropriate procedures are being followed to ensure compliance and that proper maintenance levels and quality service is being provided.
Assist in the preparation of the annual work program.
Lead by example and functions as a mentor to team members.
Maintain professional knowledge in applicable areas and keep abreast of changes in job-relate rules, statues, laws and new business trends; recommend the implementation of changes; read and interpret professional literature; attend training programs, workshops and seminars as appropriate.
Build and maintain positive working relationships with co-workers, other civic employees and public using principles of good customer service.
Assist with divisional capital budget projects.
Participates on technical committees in the development of policy, review of practices for Master Plans, Environmental Assessments, the DC Background Study and GMIS in regard to growth trends and servicing requirements.
Performs related duties as assigned.
Undergraduate university degree in Engineering.
Registered Professional Engineer of Ontario or eligible to be registered within 6 months.
Minimum of 5 years experience in designing, delivering and monitoring of programs relating municipal development.
Specialized Training and Licenses  
Valid Driver’s License – Class G and have available use of a vehicle.
Working knowledge of relevant computer software applications.
Excellent verbal and written communication skills
Management, administrative, supervisory and technical skills.
Compensation Range $75,384 to $101,646
