Position Overview  
The Procurement Specialist will be responsible for performing highly complex, senior level full cycle purchasing work and unusual purchasing functions in a timely, cost effective manner. Duties will include supervising purchasing and office personnel as required, providing procurement expertise, guidance, and education to staff and other City Departments, undertaking various studies regarding purchasing needs and departmental operations, and assisting in directing purchasing operations. You must be able to work under minimal supervision and exercise thorough independence of judgement and action, in accordance with the City’s policies and procedures, discussing complex and policy matters with management.
As the successful candidate, you will be writing new specifications in a wide range of diverse and complex purchases, complete detailed and extensive review and analysis of comparable products and proposals. You will also participate in drafting contract language according to precedent; researching and obtaining information and material required from a variety of sources; ensuring documentation reflects changes in contract law and participating in development of new clauses to comply with legislative changes.
Minimum Requirements  
You will have completed Grade 12, supplemented by completion of the SSCMLP or the former principles based model from PMAC program. An equivalent combination of training and experience in purchasing will be considered. Qualified applicant will have considerable experience municipal, industrial, and/or materials purchasing.
A valid BC driver’s license with a safe driving record is required.
