Position Overview Reporting to the Director, Facilities Management, the Senior Manager, Energy, Projects & Business Planning will ensure continuity across all campuses in the areas of facilities, planning, construction management of projects up to $3M, renovations, space design and utilization, engineering services, and energy, asset and document management. The incumbent will be responsible for the management of all Facilities Planning personnel and finances and ensuring that consistent and effective project management practices, policies and procedures are in place to reduce the College’s exposure to risk. The incumbent will be responsible for responding to internal and external information requests and the leadership, direction and development of staff. This position will work closely with the Senior Manager, Operations & Maintenance on the delivery of College capital initiatives and programs. The incumbent will be required to assess and respond to operational issues and ensure that the College facilities are operated efficiently, safely, and in compliance with all pertinent legislative codes and standards.
Responsibilities • Plans, organizes and directs all Facilities Planning activities across campuses.
• Develops, implements, and monitors project management practices, policies and procedures.
• Assists Director in identifying and planning for the acquisition of capital equipment and capital improvements as well as developing strategies for reducing exposure to risks and ensuring the College is in compliance with codes/regulations, health and safety requirements, etc.
• Assists Director in identifying and developing business plans to address deferred maintenance and facility renewal for all campuses.
• Utilizes knowledge of technical concepts, methods, and procedures to implement and manage Facilities Planning related programs.
• Establishes and implements asset, document and energy management programs within allocated resources and makes improvements as required.
• Responsible for maintaining the department’s facilities asset management software, document management system, and energy management system.
• Plans and coordinates construction and renovation projects under $3M.
• Provides technical support to the Maintenance staff with allocated resources.
• Develops proposals for existing and/or new systems, which result in improved services and cost savings, while providing improved customer service.
• Works in conjunction with Senior Manager, Operations & Maintenance on the delivery of College capital initiatives and energy management cost savings programs
• Provides leadership to Project Managers and Facilities Planning support staff.
• Provides Facilities Planning staff training programs for continuous improvement in building operations & maintenance, building design, security, health and safety and, other job related training.
• Assists Director in compiling, analyzing, and presenting statistical data regarding buildings.
• Responds to information requests form internal and external parties
• Participates in and provides advice in various college committees.
• Prepares, reviews, and approves Facilities Planning purchase requisitions.
Qualifications • Completion of a 4 year Bachelor Degree in mechanical, electrical or civil engineering.
• P.Eng. license with current good standing as a member of Professional Engineers Ontario (PEO) is required.
• 10 Years of progressive management experience in plant, systems and building operations and maintenance (CMMS, BES), facilities management, and/or in the construction field.
• Experience in the preparation and management of large budgets.
• Extensive experience in managing project management teams consisting of engineers, technologists, planners, and designers.
• Strong client services skills, ability to make decisions on-site and resolve conflicts as they arise.
• Strong project management, organizational, planning, and time management skills with the ability to manage concurrent responsibilities in a fast paced, unionized environment.
• Proficient user of AutoCAD with the ability to interpret and generate facilities infrastructure, mechanical and electrical drawings and specifications.
• Intermediate user of Microsoft Excel, Word, Project and Access are required, with knowledge of VFA an asset.
• Detailed knowledge of WHMIS, Elevating Devices Act, Worker’s Compensation Act, Ontario Building Code, Ontario Fire Code, Occupational Health and Safety Act, Canadian Safety Association (CSA) and Electrical Safety Authority (ESA) and Standard Industry Construction Tendering process.
