Position Overview Project Manager, Mechanical and Electrical
(Contract from As soon as possible to January 11, 2014)

Reporting to the Senior Manager, Energy, Projects and Business Planning, the Project Manager will manage and design all aspects of assigned new construction and renovation projects across all campuses. The incumbent will be responsible for health and safety standards and practices, accountable for all department documentation and associated knowledge management practices. The Project Manager acts as the department expert in mechanical and electrical facilities and process systems and manages and develops staff. The incumbent supports short and long range planning, ensures the College is legally compliant with legislative and code requirement and any audit or report requirements from the Ministry.
Responsibilities • Creates and manages project budgets, preliminary timelines and specifications for projects taking into account client request, management needs, budget limitations and building and safety codes.
• Using MS Project, develops detailed project plans and manages project progress and deals with the unexpected / unbudgeted issues that may affect the timing, quality and cost of the project and at the same time manage general contractors and client expectations.
• Analyzes scope of projects, writes RFP’s and RFQ’s for tender and hires consultants where required for new projects. Manages the purchasing committee in larger tender processes.
• Manages Architects and Engineers to develop specified Architectural and Engineering drawings for tender documents. Analyzes the accuracy and completeness of drawings, engineering design calculations and specifications for building / construction standards, coordination of specialities, construction and purchasing.
• Works with Purchasing Services to manage the pricing and / or tendering of construction projects that range from small to multi-million dollar projects. Manages the project costs to grant opportunities whenever possible.
• Oversees / manages all construction of a project. Directly approves all change orders / invoices and manages budget costs and expectations. Monitors construction quality and adherence to codes, standards and drawings. May require 24 hour on call work to manage issues as they arise on site.
• Hires contract Architects, Engineers, Contractors and manages their performance. Provides direction and leadership and demonstrates behaviours consistent with College values. Reviews quality of work and assigned projects with Senior Manager, establishes work priorities, routines and procedures and leads employees in problem solving.
• Ensures that all campus drawings and standard specifications are updated when changes are made as a result of renovations, new additions or maintenance over time.
• Maintains the VFA (Ministry mandated software) and ensures it is up to date with building changes and system changes.
• Arranges / generates Pre-Start Health and Safety Reviews for projects / work as required.
Qualifications • A 4-year Bachelor’s Degree in Mechanical or Electrical Engineering, and a Professional Engineering (P.Eng) Licence with current good standing as a member of the Professional Engineers of Ontario (PEO) are both required.
• 5 to 7 Years of project management experience in budgeting, creating project proposals / schedules, obtaining building permits, CSA and ESA certifications, execution of Pre-Start Health and Safety Reviews and managing multi-disciplinary projects.
• Experience in infrastructure and facilities operations project management is preferred.
• Progressive experience supervising work of direct reports and managing HR functions such as performance reviews / appraisals, monitoring, coordinating and giving directions to skilled trades and working with professional consultants.
• Proficient user of AutoCAD with the ability to interpret and generate facilities infrastructure, mechanical and electrical drawings and specifications.
• Intermediate user of Microsoft Excel, Word, Project and Access are required, with knowledge of VFA an asset.
• Detailed knowledge of Ontario Building Code, Ontario Fire Code, Occupational Health and Safety Act, Canadian Safety Association (CSA) and Electrical Safety Authority (ESA) and Standard Industry Construction Tendering process.
• Excellent client services skills, with the ability to make decisions on site and resolve conflicts as they arise.
• Strong organizational, planning, and time management skills with the ability to multi-task and manage concurrent responsibilities in a fast paced, unionized environment.
• Excellent interpersonal, communication (written, listening and verbal) and presentation skills. The ability to communicate with all levels of College management and staff as well as external resources such as Engineers, Consultants, and Contractors.
