Reporting to the College Registrar, The Associate Registrar, Financial Aid and Scholarship and Bursary Plans is responsible for managing and administering all government and college student financial aid programs on a College-wide basis, including the Ontario Student Assistance Program (OSAP); Bursaries; Scholarships, Work-study and Emergency Loans as well as the administration of U.S. student loans. The incumbent supports the recruitment and retention strategies of the College by managing and supporting an exceptional service oriented Financial Aid Office, providing excellent advice and customer service, and promoting the availability of federal, provincial and Seneca College financial aid programs and supports. As a member of the Office of the Registrar management team this position plays a key role in supporting the enrolment management objectives of the College, and is responsible for identifying, developing and implementing systems improvements, and short and long range procedural enhancements designed to improve customer services to the College community.
Responsibilities • Interprets Ministry of Training, Colleges & Universities (MTCU) guidelines and implements all aspects of the OSAP, Bursary Grant and Scholarship program in accordance with relevant College policies ensuring critical timelines are met and processes followed.
• Liaises and coordinates activities with the Office of the Registrar, college administration, the MTCU and the Ontario Association of Student Financial Aid Administrators (OASFAA).
• Supervises the processing of all OSAP applications; chairs the College Student Awards Committee; approves and supervises the disbursement of tuition assistance bursaries and renewable scholarships and approves student eligibility for the Work-Study program.
• Supports College recruitment and admission strategies by giving Financial Aid presentations internally and externally relating to aid programs and supports, in addition to information regarding debt repayment and financial planning.
• Participates in program review /accreditation site visits, providing financial aid related information and advice as required.
• Manages the OSAP appeal process, ensures the appropriate allocation of funds and the maintenance of documentation for Ministry audits is completed.
• Addresses the needs of students with financial emergencies; counsels/advises students and approves/ denies emergency loan and/or bursaries and reviews special consideration cases for OSAP.
• Demonstrates sound judgement and sensitivity to students’ needs in order to ensure equity in the approval and distribution of funds; advocates on behalf of students as required internally and/or externally.
• Responsible for MTCU policy requirements, and adheres to procedures to confirm student status and eligibility for OSAP, various grants, bursaries and scholarships, part-time Canada Student Loans, includes monitoring student academic progress and enforcing OSAP regulations.
• Liaises with financial institutions, social service agencies and related government agencies regarding individual client files.
• Advertises awards and scholarships set up by Seneca College or external donors and ensures that funds available for such awards are distributed to as many students as possible with appropriate recognition being given to both recipient and donors.
• In collaboration with Information Technology, develops system enhancements to support Ministry directives, departmental and College objectives; documents the system requirements and composes training guides to support implementation.
• Assists the Registrar in the development and management of College-wide policies/procedures that support forecasting, enrolment, registration, fee collection, records management, financial aid and assessment services pertaining to full-time and Continuing Education students.
• Maintains a high level of performance through effective recruiting, selecting, developing, motivation, evaluating and training of staff within the department and monitors and directs operating budget activity.
Qualifications • A minimum of a 4 year degree in of a relevant or related field such as business, finance, accounting, or equivalent education.
• A minimum of 7 years progressive work experience in a Registrar’s environment, in a position that included leadership and decision making responsibilities and a sound knowledge of Ministry and College policies, procedures and operating systems. Some progressive experience in a financial area is preferred. Experience in Admissions/Registration would be an asset.
• Experience managing a budget including operational planning.
• Excellent interpersonal skills and ability to deal with sensitive and confidential subject matters.
• Superior independent judgement, negotiation and problem solving skills with an ability to make decisions concerning complex and sensitive factors.
• Able to handle crises and conflict situations in a calm, composed, and professional manner.
• Thorough knowledge of the Ontario College system
• Computer literate, including proficiency with software applications and working knowledge of relational database system.
• Detailed knowledge of key legislation, policies and guidelines related to OSAP, bursary, grant and scholarship programs.
• Well organized and proven ability to work under pressure and with strict deadlines and high volume.
• Excellent communication (verbal, public speaking and written) and interpersonal skills to interact effectively with the multi-cultural/racial/able students, staff and public.
