The Recruitment Specialist is a key member of the Human Resources group at Seneca College. In collaboration with the HR Consultants and Recruitment team, the incumbent supports the full cycle of employee recruitment and selection activities in order to meet the College’s staffing objectives. The Recruitment Specialist assists in the design and execution of staffing strategies and processes; advises and guides hiring managers on best practices; ensures recruitment processes meet collective agreement and legal requirements; manages the applicant tracking system; maintains data on staffing activity and metrics; and builds continuous improvement into recruitment and selection practices.
• Collaborates with hiring manager or HR Consultant to plan and implement an effective recruitment strategy targeted to the position. Provides support and advice for the complete recruitment and selection cycle including requests for recruitment; job postings; classifying/screening resumes; advising on interviewing/selection best practices; ensuring the proper administration of reference checks and preparation of job offers which meet College guidelines • Sends job ads to contacts internal and external to the College ensuring that posting procedures follow requirements of the collective agreement and College policy • Contacts candidates, schedules/conducts telephone and in-person interviews, briefs and debriefs candidates • Represents Human Resources in recruitment interviews, ensuring that questions, processes and interview panel activity complies with legal requirements and best practices • Evaluates interview questions and tests to ensure they are valid and related to the job • Coaches hiring managers and interview panels to ensure that interviewees are assessed in an unbiased manner using appropriate criteria • Develops job-specific questionnaires and interview guides • Manages ATS (HireDesk), Seneca’s internal and external Careers talent portals, web pages and social media sites • Tracks recruitment activity and compiles monthly recruitment statistics; prepares regular reports, analyses and ad hoc reports • Assists in the development of recruitment outreach programs aimed at contributing to a diverse workforce that promotes, reflects and supports our diverse College community • Participates in onboarding, orientation and training programs as required • Other duties as assigned
• A post-secondary 3 year diploma/degree in Human Resource Management or a related discipline, or equivalent education and experience; a CHRP designation is preferred • 5 Years’ relevant experience working in recruitment and selection in a high volume, multi-location, unionized environment; HR generalist experience is an asset • Knowledge of legislation and collective agreements as they impact the recruitment/selection process • Understanding of end-to-end recruitment, candidate management, behavioural and competency based interviewing, and offer negotiation • Understanding of the varied jobs in a post-secondary environment, ability to recruit at all levels of the organization and knowledge of targeted recruitment resources such as professional organizations and job boards • Proficiency with Microsoft suite, data mining, web search and applicant tracking systems • Experience in using social media for recruitment • Initiative and organizational skills to manage a large workload with multiple clients • Ability to use tact and diplomacy when dealing with clients, applicants and the College community • Excellent interpersonal skills with a customer-service focus and demonstrated ability to build trust with clients and partners • Mathematical skills and experience in tracking and reporting on metrics • Advanced verbal and written communication skills to prepare job postings and employment offers • A valid Ontario Driver’s License and access to a reliable vehicle are required for travel between campuses
