The Manager, Budgets and Financial Planning is responsible for the on-going development, maintenance and timely output of the College’s budget and related management reporting systems. The incumbent maintains budget records, and provides support to college administrators/managers. In addition prepare monthly management reports with variance analysis, procedures for a comprehensive College wide mid-year budget review and annual budget. Assists with annual financial audit preparation ad-hoc basis financial and internal reports as required by the Director, Financial Services and members of the College Executive committee.
• Monthly, prepare management reports with variance analysis against budget. • Administer and maintain the College’s budget, including review and tracking of and approval of operating budget adjustments, and monitoring capital budget expenditures. • Ensure that the College’s financial records (budget systems – operating and capital) reflect current accounting (PSA) / regulatory (CFIS) requirements. • Lead the development and co-ordination of the College’s annual operating and capital budget processes and related procedures including; preparation of working papers, financial analysis, training and support to divisional budget holders. • Consolidate, review and analyse budget (operating and capital) submissions, verify accuracy and reconcile submitted working papers. • Assist in the development and maintenance of long range financial planning models to aid in College wide decision-making processes. • Review and reconcile the College’s capital asset sub ledger system. • Provide program specific assistance and support to holders responsible for adhering to program delivery recording and reporting guidelines. • Assist with preparation and review of the College’s monthly internal financial statements, including: maintaining performance measurement statistics and conducting budget-to-actual variance analyses. • Provide supervision, direction, support and training for (3) departmental employees.
• 4 year Degree in Finance, Accounting or equivalent education. • CMA, CGA or CA designation required. • 5 years work experience developing, maintaining and controlling multi-divisional budget systems. • Advanced working knowledge in the use of integrated financial systems and data management software tools (ie. Cognos, Access, Excel, etc.) to perform comprehensive analytical review procedures. • Proven analytical skills combined with intuition and creativity. • Ability to resolve issues independently, without intervention by senior management. • Demonstrated understanding of financial planning and forecasting techniques. • Excellent interpersonal and communication skills. Ability to explain accounting procedures with non-financial personnel (Deans, Directors, Chairs) across the diverse College community. • Evidence of sensitivity to the issues of working within a multicultural environment.
