Position Overview Under the direction of the Chief Information Officer (CIO), the ITS Officer Manager is responsible for the business operations of the ITS department including budgeting, purchasing, contract and lease management, inventory management, managing personnel processes, coordinating departmental training and providing administrative support to the CIO.
Responsibilities • Coordinates the preparation of the department’s budgeting and provides assistance to senior management in budget preparation and related processes.
• Tracks and analyzes annual department financial performance and advises the CIO and senior management of any necessary changes to correct deficiencies and to improve financial performance.
• Manages and submits financial processing of all transactions to the Finance department for processing ensuring accuracy.
• Manages inventory of leases and capital equipment under ITS management, the distribution of units in other departments (e.g. desktop computers for staff) and responsible for the retrieval and return of assets at the end of lease agreements.
• Maintains software licences and support contracts to ensure licensing agreements are current and in compliance with contractual obligations.
• Coordinates departmental purchasing and provides assistance to other departments with IT related purchases.
• Responds to inquiries on a range of issues on behalf of the CIO concerning Seneca’s policies, operating procedures and services and forward inquiries to departmental administrators as required.
• Prepares a variety of correspondence including letters, memos, tables, reports, statistical charts, submissions, meeting minutes and memos authored from the CIO for signature.
• Researches and compiles information for complex issues and organizes departmental planning as directed.
• Coordinates and tracks department training by assisting senior management in developing training profiles for staff.
• Provides guidance and assistance to senior management on policies and procedures pertaining to recruiting, selecting, handling overtime and ensures the effective use of human resources.
• Coordinates adhoc projects from conception to completion (e.g. Technology Showcases, Technology Governance Events) and oversees individual and/or group project management initiatives.
• Other tasks as delegated from the CIO.

Qualifications • A Two Year Diploma in Business/Office Administration or an equivalent combination of relevant education and experience.
• A minimum of five years’ experience and thorough knowledge and understanding of financial and business policies, procedures and systems.
• Strong understanding of enterprise management systems (including Finance and Human Resources operations).
• Knowledge of legislation and regulations pertaining to manual and electronic record access and privacy.
• Strong level of MS Office applications and knowledge of Visio, Adobe Acrobat, Outlook and Internet applications.
• Strong written and verbal communication skills.
• Superior interpersonal skills to interact effectively with the multi-cultural/racial staff, students and vendors. Experience within a large institution in the public or public sector is ideal.
• Effective organizational, problem solving, conflict resolution and mediation skills are required to effectively liaise with external stakeholders.
• A valid Ontario Driver’s License and access to a reliable vehicle are required for travel between campuses.
• Constructive ability to handle confidential and time-sensitive complaints that may require escalation to senior management.
