Position Overview
Reporting to Management in Learning Services, working within the framework of the College’s strategic direction, departmental goals and objectives, the incumbent will be responsible for the day-to-day operations of the College Test Centres, including financial and human resources management, accommodation for students with special needs taking tests and examinations and user services. As a hands-on Manager, the incumbent will select and train markers for the writing sample assessments, and oversee the timely updating of assessment information on the student records system for purposes of advisement to students who test at a foundation level in English and mathematics. The incumbent will ensure that the service is flexible; student orientated and built on a foundation of customer-service principles and philosophy. Towards that end, the incumbent will maintain an on-going liaison with student users and Seneca staff and faculty to ensure that testing is responsive and effective. Also, the incumbent will provide research and analysis on developments and issues in testing relevant to postsecondary education.
Responsibilities • Plan, organize, develop and promote a broad-based post-admission assessment process that includes on-site advisement for applicants and students into Post-Secondary programs who are placed into foundation-level courses on the basis of their skills assessment.
• Prepare and evaluate research data and, with appropriate consultation with the client group, plan and implement improvements to the testing process, including cut-off scores and the test instruments used.
• Plan, organize, develop and promote exemption testing services for the Apprenticeship Branch of the Ministry, in accordance with their specific rules and regulations, for apprentices in Ontario.
• Maintain on-going liaison with client departments to ensure that testing meets client needs, i.e. proper cut-off scores, effective testing tools.
• Make recommendations on improvement to college testing policy and procedures, and ensure established testing protocols are being followed at all testing sites.
• Review and evaluate Test Centre performance and develop and implement changes to ensure that appropriate standards of operation and customer-service are established and maintained.
• Develop and implement policies and procedures to optimize the utilization of Test Centre resources.
• Work with the Management to develop and manage the Test Centre budget and operate within the resources allocated; ensure the efficient and effective use of human, fiscal, and technological resources.
• Plan, organize and implement a program for accommodating students with special needs taking tests and examinations.
• Provide advisement to applicants and students who test at the remedial level and who are placed into a foundation level English and mathematics courses in their post-secondary program of choice. Review the effectiveness of the advisement process and make changes as appropriate.
• Evaluate English writing sample tests.
• Interpret and evaluate test results and other information provided by the applicant and make appropriate recommendations on the placement of the student.
Qualifications • Masters degree in Education or Assessment/Evaluation or combination of relevant education and experience
• 5 years Managerial experience in testing or a related academic environment
• 3 years interpreting test results and advising post-secondary students
• 2-3 years of experience teaching English to both EFL and ESL students
• Demonstrated understanding of test construction, interpretation and development of cut-off scores
• Demonstrated experience working with National Literacy Secretariat Writing Sample rubric
• Demonstrated knowledge of computerized testing (COMPASS and/or ACCUPLACER), databases and record keeping
• Excellent written and verbal English communication skills, listening skills, report writing and presentation skills
• A commitment to diversity and equity to interact effectively with the College’s diverse student and staff population.
• A valid Ontario Driver’s License and access to a reliable vehicle are required for travel between campuses.
