Position Overview

This position will lead a team of dedicated professionals overseeing the City’s newly created Civic Engagement Division.   As part of the City’s Corporate Services Department, the Civic Engagement Division is comprised of our current Corporate Communications and Executive/Administrative support professionals. The team will plan and execute civic engagement initiatives to involve people and strengthen City communications links as this relates to decision-making. This will be accomplished through direct advice and collaboration with Mayor & Council, various City departments, schools, community groups, businesses and residents.

Responsibilities
  • Provides strategic advice to Mayor and Council and the City’s Executive Leadership Team, including analysis of leading civic engagement practices
  • Manages the City’s communications strategy to promote and build awareness of City initiatives with relevant stakeholders including City departments, government and private agencies, community organizations and residents
  • Manages the operation and budget of the Division to achieve maximum effectiveness
Requirements
Knowledge of:  
local government; principles and practices of marketing, public relations and sponsorship development; tourism industry including marketing concepts and practices; fiscal and budget administration; and the principles and practices of effective leadership.
 
Ability to:
understand and provide advice in a complex political environment; plan, manage, and evaluate marketing programs; communicate effectively, persuasively and tactfully in both oral and written forms; and lead a diverse team of professionals.

Basic Qualifications
  • A combination of education, training and experience equivalent to a bachelor's degree in marketing, journalism, business or public administration, or a closely related field and four years of progressively responsible strategic program development and implementation preferably in local government.
  • Demonstrated leadership in marketing and public relations for local government is required.  
  • Demonstrated success in the development of participatory models of engagement, for businesses and citizens: using online resources, discussion forums and social media initiatives.
