Title Senior Manager, ePMO Operations, ePMO
Position Summary  
ROLE OF DEPARTMENT
 
The ePMO is accountable for implementing cross divisional projects and programs. From project prioritization – and through the project management life cycle – the ePMO establishes process and standards to ensure Teachers’ project portfolio delivers the desired business benefits.
 
The ePMO strives to create a center of excellence for project management through: disciplined project resourcing, transparent portfolio reporting, solid project management disciplines and building a team of skilled, experienced project management professionals.
 
ePMO is also charged with facilitating Teachers’ strategic and annual business planning process.
 
POSITION SUMMARY
 
Working closely with clients, team members and other stakeholders, the Senior Manager ePMO Operations is responsible for integrating and organizing all ePMO Operations and project portfolio governance in accordance with ePMO standards and methodology.
 
Reporting to the Head, ePMO, the Senior Manager, ePMO Operations is responsible for all operational aspects of the ePMO. The key focus areas for this role are:
  • Develop and manage business management functions of the ePMO
  • Develop, manage and facilitate governance effectiveness
  • Develop and manage ePMO contractor recruitment and resourcing
  • Design and implement ePMO Operational Processes
  • Manage Coop and TRIP program for ePMO
  • Manage the ePMO 016 Budget
 
Duties and Responsibilities  
  • Develop and manage business management functions of the ePMO
    • Plan and organize ePMO annual planning meetings
    • Assist Head of ePMO with Employee Engagement initiatives as required
    • Develop and maintain employee orientation binder
    • Develop, maintain and update the Business Continuity Plan and act as lead during business interruptions
    • Engage and liaise with internal and external audit as the single point of contact (SPOC)
    • Maintain currency of ePMO organization chart and job descriptions, working with HR to make sure that job evaluations are completed as required
    • Develop and maintain directory and email distribution lists to facilitate ease of file access and retrieval in a secure manner for Teachers’
    • Maintain accurate records of ePMO assets
    • Develop and maintain a checklist to make sure that key controls are in compliance (contractor database, staff and employee contact information, email distribution lists, file directories, asset management (laptop, blackberry, virtual private network (VPN), etc)
  • Develop, manage and facilitate governance effectiveness
    • Develop and maintain a master schedule of all key governance stakeholder meetings (Project Portfolio Governance Committee, Project Portfolio Review Board, D&P Council, IAC, etc)
    • Create work plans for Project Portfolio Governance Committee and Project Portfolio Review Board
    • Organize and facilitate staff meetings (directs, monthly staff, etc) and make sure that all outstanding items are tracked and followed up
    • Ensure consistency and effectiveness of meeting inputs and outputs to minimize overlaps, duplications and gaps
    • Develop and implement meeting protocols, including decision logs, risk logs, action item tracker, mail out processes, etc
    • Attend Governance meetings as scribe and ensure that all meeting follow up items are tracked and monitored
  • Develop and manage ePMO contractor recruitment and resourcing
    • Develop and implement process to document recruitment requirements for sourcing to external vendors
    • Establish relationships with external vendors to implement processes to source candidates for contracting engagements, including interviews, legal documentation to execute contracts, and required due diligence, such as criminal and credit checks
    • Engage Legal to prepare and execute legal documents to recruit contractors
    • Develop and implement process with Managers and Vendors/Contractors to renew/terminate contracts as required
    • Develop and implement process to on board successful contractor candidates
    • Develop and implement process to exit expired/terminated contractors, including conducting exit interviews as required
    • Develop requirements for a comprehensive contractor database, which will capture and track all ePMO paid contractor details for effective and efficient management of contractors
    • Liaise and partner with other groups in Teachers’ to report monthly on all active Teachers contractors
    • Research industry practices and make recommendations to implement at Teachers’ if appropriate
  • Design and implement ePMO Operational Processes
    • Develop, implement, maintain and update documentation of ePMO processes, working with ePMO directs; contractor recruitment, financial processes, etc
    • Lead review and analysis of ePMO operational processes to determine if effective and efficient
  • Manage Coop and TRIP program for ePMO
    • Establish and implement TRIP program with Member Services to engage TRIPers in Member Services to do a rotation at the ePMO
    • Engage HR and various universities to co-ordinate recruitment of students to do a rotation at the ePMO
    • Direct work with ePMO Directs to make sure TRIPers and Coop Students are engaged in work activities that will contribute to their development and at the same time, assist ePMO with managing busy schedules
  • Manage the ePMO 016 budget
    • Monitor and analyze the 016 budget monthly and investigate variances, communicating any significant variances to the Head of the ePMO
    • Manage the 016 training and conference budget, partnering with ePMO directs to plan and manage the spend
    • Lead work with ePMO directs semi annually to forecast and plan budget for 016
Qualifications  
  • Bachelors degree in Business Management or related discipline preferred
  • Project Management Professional certification (PMP) or equivalent
  • Minimum 10 years experience in project management execution, preferably in a financial institution environment
  • Minimum 5 years experience leading complex end to end initiatives
  • Process improvement methodology such as Lean or Six Sigma accreditation an asset
  • Data Management experience and database knowledge is a strong asset
  • Experience with and understanding of leading practices in project management and process improvement
  • Ability to build and maintain strong working relationships with staff and all levels of management, and in particular with senior executives
  • Excellent communication skills (verbal and written); motivation and persuasion skills
  • Excellent organizational, planning, analytical and problem-solving skills
  • Demonstrated change agent background
  • Ability to train/mentor/coach other project managers and non-project managers in the area of project management and governance
  • Ability to work effectively both independently and in team environments
