Position Details The Manager, Knowledge Synthesis and Evaluation Services is responsible to provide leadership for the planning, development and management of a high quality (rigorous, relevant, responsive, partner-centric) knowledge synthesis and evaluation service in the area of health promotion, chronic disease and injury prevention (HPCDIP).

As strategic and operational lead for this area, the Manager is accountable to the Chief HPCDIP to ensure that the HPCDIP knowledge synthesis and evaluation service meets the prioritized needs of public health partners for evidence-based advice in the areas of health promotion, chronic diseases and injury prevention, including child and family health and related areas.

The Manager will liaise with staff and scientists within and outside OAHPP to ensure scientific rigour and applicability of knowledge synthesis and evaluation products, and will build close horizontal working relationships with colleague managers in various portfolios across Public Health Ontario.

Key Responsibilities • Provides leadership and oversight to the work of research assistants, research coordinators, project coordinators, evaluators and administrative assistant as it relates to the knowledge synthesis and evaluation services being provided within health promotion, chronic disease and injury prevention (HPCDIP).
• Provides operational oversight of the implementation of knowledge synthesis and evaluation projects under the work direction of the Chief, HPCDIP. Monitors project expenditures, maintains accounts, and liaises with Finance to prepare fiscal year operating budgets.
• Ensures alignment of unit goals, objectives and activities with other public health system improvement goals and objectives.
• Ensures the scientific rigor and practice relevance of HPCDIP knowledge synthesis and evaluation activities including in the design of knowledge syntheses and evaluation, collection and analysis of new data, and the review, appraisal, analysis and synthesis of existing data, research studies and reports.
• Manages the coordination and negotiation of legal agreements including funding contracts with service requestors, collaboration agreements, and other contracts as required to operationalize HPCDIP knowledge synthesis and evaluation projects.
• Provides oversight for, and manages, the production of written material developed from HPCDIP knowledge synthesis and evaluation activities, including syntheses of evidence, summaries, evaluation reports, manuscripts, commentaries, etc., and supervises the production of materials suitable for inclusion in policy briefs, technical reports, background documents, FAQs and correspondence.
• Supervises staff providing support for the work of expert advisory panels and other project-specific committees as needed; provides project management support as requested.
• Provides oversight for management of HPCDIP knowledge synthesis and evaluation services documents and processes on SharePoint to ensure systems are set up to orderly archive and access relevant materials.
• Ensures timelines are met, resolving any issues that may delay the project.
• Coordinates and prepares all necessary regulatory reports relative to HPCDIP knowledge synthesis and evaluation services including; quarterly monitoring of the operational plan, mid-year review of the ABP and input into the balanced score card.
• Manages staff, congruent with OAHPP internal policies and procedures, professional standards, Collective Agreement requirements and other relevant standards, legislation or regulations, including: providing direction and leadership in the implementation of new techniques and standards; assigning staff and implementing work/vacation schedules, setting clear responsibilities and objectives, evaluating performance, advising on training needs, participating on recruiting/selection of staff, dealing with disciplinary issues and responding to grievances in conjunction with OAHPP Human Resources management programs; builds and leads a team of multi-disciplinary staff who support OAHPP’s activities.
• Models organizational values and organizational culture and embeds values into area of responsibility.
• Acts as a designated lead and/or subject matter expert on cross functional OAHPP teams and proactive operational planning to ensure linkages and collaboration across Public Health Ontario.
• Establishes and maintains relationships with OAHPP cross functional staff (human resources, finance, procurement, IT, knowledge services, library, research services, analytic services, communications etc.), project advisory committees, scientists, stakeholder teams, and ministry staff.
• Works closely with the Chief, HPCDIP, to ensure (a) high quality knowledge synthesis and evaluation products and services through the use of relevant and validated methodologies and tools, and (b) consistency in corporate requirements and approval processes for the unit including financial (procurements, contracts, purchase orders, invoices and payments, travel authorizations, expense approvals), human resources (recruitment, appointment, termination, performance review process), information technology (equipment, databases), facility planning and operational and business planning initiatives.
• Supports the OAHPP in the provision of response in an emergency, pursuant to responsibilities as delegated in an emergency response plan.
• Works closely with the Manager, Health Promotion Capacity Building and the Chief, HPCDIP on departmental-wide initiatives, including senior leadership team meetings.
• Other duties as assigned.

Knowledge and Skills • Knowledge of quantitative and qualitative research methodologies and related software applications (SPSS, SAS, NVivo), in order to apply such methodologies to the collection and analysis of new data, and the review and analysis of existing data, research studies and evaluation reports.
• Skill and expertise in evaluation protocol development and tool design to conduct data collection, analysis and interpretation and to identify issues requiring further investigation.
• Skill and expertise in designing and conducting literature reviews, syntheses of various types, and critical appraisals.
• Effective project management, research, analytical skills in order to lead the implementation of HPCDIP knowledge synthesis and evaluation projects, monitor project expenditures, and prepare operating budgets.
• Planning, organizing, project management skills and initiative in order to work efficiently under conditions of multiple deadlines and changing priorities with meticulous attention to detail.
• Understanding of business and operational planning processes, in order to contribute to Agency corporate business and operational planning processes.
• Group leadership and work supervision skills are required to direct the activities of research assistants, research coordinators, evaluators and other staff, to develop and implement operational processes, manage a budget, and ensure effective use of resources.
• Office computer and data management skills with proficiency in MS Office (Word, Excel, PowerPoint, Project 2003); familiarity with SharePoint to manage documents and processes on SharePoint, and ensure that systems are set up to orderly archive and access relevant materials.

Education and Experience • Graduate degree in public health, social sciences, health and physical education, epidemiology or related discipline.
• Minimum of five years of progressive management experience in a specialized/complex environment, ideally within a public health, academic or research environment.
• Minimum 10 years of experience supporting research or evaluation at an academic department, research institute or organization related to health promotion and the primary prevention of chronic diseases and injuries.
• Credentialed Evaluator status with the Canadian Evaluation Society (or ability to meet all eligibility requirements for Credentialed Evaluator status).
