End Date: June 30, 2015 (with the possibility, at the discretion of the client, of 2 extensions, for up to 1 year on each occasion, on the same terms and conditions including pricing)
 
Our Government of Alberta client is seeking a Senior C#/.NET Developer for this long-term contract role.
 
Background
 
Our client's current Program incorporates functionality that reduces the reliance on people and the sequential processing of Land Titles registrations and reduces the inequities of timeliness of processing due to physical location in the province. This functionality is provided with development of an examination interface, direct access to the database and electronic input interface. The Program is further following a unique development path whereby the application is primarily being built using Business Rules (Progress Software Corticon) and Business Process Management (OpenText Process 360) software.
 
The desired outcomes of the Project are:
  • Reduce the risk of catastrophic system failure;
  • Ensure that Albertans can conduct Land Titles registration activity in a timely manner, even during times of high market fluctuation;
  • Accommodate new and future industry business practices (i.e. complex land transactions);
  • Provide other ministries with improved access to Land Titles data and “pre-built” functionality;
  • Provide clients with extended hours of service and new products; and
  • Improve title fraud detection and prevention.
 
Responsibilities
 
The project duties and scope involves the analysis of the approach, design, artifacts, methodology, architecture, programming/code base and functionality completed to date for the project.
 
The project duties and scope for this SOW includes:
  • Development of C#, .Net, SQL, HTML5, JavaScript,.Net WCF Web Service, and MS SQL Server stored procedures;
  • Creation of UML communication and sequence diagrams;
  • Contribution to and preparation of Software Architecture Documents;
  • Perform unit testing, and support system, integration and user acceptance testing; and
  • Lead and mentor other application development team members.
 
The Program has additional specialized application development services beyond traditional application development. These include:
  • Defining executable processes using the Business Process Management (BPM) Suite (OpenText – Global 360 – Process360) process modeling tools;
  • Specialized development to support business activity monitoring and business intelligence (analysis and reporting) using Business Process Management (BPM) Suite (OpenText – Global 360 – Process360) tools and API’s;
  • Defining and testing production rules; creating and deploying decision services using the Business Rule Management (BRM) toolset (Progress Software’s Corticon Business Rule Management System (BRMS));
  • Specialized development related to spatial data management, query/search, and display;
  • User interface development using Kendo UI/Telerik, Twitter Bootstrap; and
  • Component development using BizTalk.
 
Mandatory Requirements
 
  • The proposed resource must have one of the following combinations of education or certification and experience in the resource role
    • University graduation in computer science or a related discipline and four years’ experience
    • two-year diploma in computer science or a related discipline from a recognized post-secondary institution and six years’ experience
    • a one-year certificate in computer science or a related discipline from a recognized post-secondary institution and seven years’ experience
    • a currently active professional certification or accreditation in a related discipline from a recognized issuing body and seven years’ experience
    • no formal education or certification and ten years’ experience
  • Experience writing, modifying, integrating and testing software code (5 years)
  • Experience maintaining existing computer programs by making modifications as required (5 years)
  • Experience with identify and communicating technical problems, processes and solutions (5 years)
  • Experience assisting in the collection and documentation of user requirements (5 years)
  • Experience assisting in the development of logical and physical specifications (5 years)
  • Experience researching and evaluating a variety of software products (5 years)
  • Experience programming software to predefined specifications (5 years)
  • Demonstrated experience developing, building, testing, and deploying solution components using C#, .Net development, IIS , Visual Studio (5 years)
  • Demonstrated experience developing .Net WCF Web Services  (2 years)
  • Demonstrated experience developing solution components that access SQL Server databases (3 years)
  • Leading and mentoring other application developers (2 years)
  • Demonstrated experience designing and developing web based solution user interfaces for .Net solution components. (4 years)
  • Demonstrated experience developing solution components with HTML 5 and JavaScript and CSS (1 years)
  • Demonstrated experience with Microsoft Team Foundation Services or similar products – version control, task management, builds (2 years)

  • Demonstrated experience with creating and refining related UML artifacts – class models, communication diagrams, and sequence/interaction diagrams. (3 years)
  • Demonstrated experience performing code reviews (2 years)
  • Demonstrated experience with usability testing (3 years)
  • Demonstrated experience designing and developing user interface prototypes (4 years)
  • Demonstrated experience capturing user interface requirements (2 years)
  • Demonstrated experience documenting user interface guidelines and standards (3 years)
  • Ability to work independently as well as in a team environment (Yes/No)
