Director, Legislated Services/City Clerk
As a member of the senior management team of the Finance and Corporate Services department, you will be responsible for contributing to the success of the department’s service strategy.
Leading by example, you will oversee and direct the Legislated Services division, including the Office of the City Clerk, Corporate Records and Archives and Licensing, to provide services to council, the corporation and the public. Working directly with the managers, supervisors and staff of the division, you will deliver services that include, but are not limited to, providing committee agendas and minutes; legislated requirements for vital statistics (marriage licences, death registrations, etc.), Freedom of Information, Planning Act notices and various other statutes; corporate records and archives, and business and lottery licensing.
You will have complete oversight of elections every four years, including hiring more than 600 paid volunteers. You will act as the city’s returning officer for municipal elections, lead the operation of the corporate mailroom and courier services, and advise council and staff on various statutes in the area of parliamentary procedures. You will be expected to attend all council meetings and administer all aspects for appointment of members to council’s committees, boards and special purpose bodies. As City Clerk, you will act as signing authority for the corporation and as the city’s liaison with other government and outside agencies.
As a proven leader, you will mentor and counsel divisional staff, promoting quality services through employee development, performance management, succession-planning and recruiting. You will direct the strategic, administrative and financial planning of the division to ensure efficient use of its human, physical and financial resources, with capital and operating budgets of about $2 million.
With an honours degree in a relevant field, you have a minimum of seven years’ related experience. You are a critical and concept-based thinker, with thorough analytical and problem-solving skills and excellent communication skills. You have detailed knowledge of municipal administrative and technical concepts, such as by-laws, legislation, election law and processes and orders of Information and Privacy Commissioner of Ontario. You have experience developing strategic and operational plans and can prepare, manage and adjust budgets to oversee cost control.
