Duties  
Reporting to the Manager, Total Compensation and Benefits, Human Resources Department, this role will provide technical support and information to the payroll staff. This temporary assignment has key accountability for overseeing the day to day operations of the payroll division. 
 
  • Prepares and executes on complex multiple payrolls with a high volume of hourly and salaried Union and non-Union staff with multiple business numbers, responsible to oversee the day to day operations to ensure approximately 1,350 full time and 2,000 non full-time employees receive pay deposits in an accurate and timely manner. 
  • Ensures payroll compliance with legislation, Collective Agreements, and external agencies.
  • Accountable to government and other agencies for statutory requirements such as Federal and Provincial Income Tax, Canada Pension, Employment Insurance, Health Tax, and WSIB requirements.
  • Interprets tax legislation for employees, ensures authorization and provides explanations of withholdings, communicates pay changes effectively and in a timely manner to College employees.
  • Reconciles the GBC Employee Computer Purchase Plan and TTC Metropass, Union payments, and other contractor/agency payments.
  • Verifies payments to Union and other agencies with regard to payroll deductions.
  • Liaises with Finance/Budget analyst to provide payroll accuracy for journal entries for various payroll related general ledger accounts, FAST (Financial) system, and transfer of payroll records for GL audit.
  • Responsible for year-end processing including verifying and balancing of employment earnings, deductions and benefits for T-4, T-4A, Remittances to Revenue Canada, Provincial Health Tax, WSIB; calculates accurate Pension Adjustment for staff; prepares reports for government or audits as required.
  • Leads Payroll Audit Process for College auditors and external agencies to ensure compliance with audit principles and practice.
  • Responsible for testing and implementation of Ceridian system upgrades and other required software, programs and evaluates improvements to business processes and works with the payroll team to improve and implement required changes.
  • Performs other duties as required to support the payroll division.
Qualifications  
  • Three year diploma or degree from a recognized post-secondary institution preferably in business administration and Certified Payroll Manager accreditation by the Canadian Payroll Association is preferred.
  • A minimum of five years progressively responsible work experience managing payroll, preferably in a large, multi-payroll organization, with proven ability to deal with confidential and sensitive payroll issues.
  • In-depth experience with Ceridian Insync and/or ADP systems and demonstrated knowledge of Crystal Reports, Excell, and Database management systems are preferred.
  • Demonstrated experience with Finance general ledgers and payroll year-end and audit procedures.
  • Well-developed leadership, change management, relationship management and interpersonal skills with proven ability to build strong customer service relationships.
  • Exceptional oral and written communications skills and presentation skills.
  • Good judgment, organizational time management skills, with the ability to meet payroll deadlines and divisional objectives and deliverables.
  • Ability to work in an environment where a diversity of people and situations are encountered.
