Position Overview This position is responsible for providing leadership in a Citywide effort to ensure effective financial controls and accountability measures are being practiced at the City of Burlington. Oversees the operation of and pursues enhancements and improvements to the City’s financial management systems and processes.
Responsibilities As a member of the finance department’s management team, your responsibilities will include but are not limited to the following:

•Ensures that internal management controls are keeping the City fiscally responsible. Works with departments to ensure disbursements and cash handling are being handled in an appropriate manner.
•Ensures that City financial policies are clear, adequate and current. Acts as a change agent in reviewing and updating City accounting and financial practices (i.e. investment).
•Reviews investment policies regularly with an eye to maximizing the City’s return on investment in a fiscally responsible manner. Manages the issuance of debt and monitors scheduled payments.
•Ensures the integrity of the financial system and data, overseeing upgrades and improvements.
•Audits: Oversees any external audit needs that arise in the City. Serves as the liaison between the City and external auditors. Reports to Audit Committee.
•Oversees the administration of and develops strategic goals and objectives for the Payroll Unit, Investment Unit and Financial Services Unit (Accounts Payable, Accounts Receivable, and Financial Accounting & Reporting).
•Charitable Donation: Manages donation programs for the corporation in compliance with the laws, conventions and treaties of the other levels of government, including Canada Revenue Agency guidelines.
•Government Grants: Manages other levels of government grant programs in compliance with agreements.
Requirements You have a proven track record of leadership success in a progressive financial work environment with strong strategic decision-making skills. Demonstrated people, contract, and financial management capabilities along with report writing, financial statement analysis and presentation skills. Skilled at managing conflicting demands from multiple stakeholders, while exhibiting creativity and adaptability in complicated and difficult situations.

You have an Accounting Designation (CA, CGA, CMA), with the addition of a University degree preferably in Business or Accounting. Your education is complemented by a minimum of five years of municipal or job related experience, of which at least 3 years is in a supervisory/managerial capacity. Municipal government, payroll and investment bonds experience would be considered an asset.
