Business Unit Overview

The joint venture between SNC-Lavalin and Aecon has been awarded a contract with Ontario Power Generation (OPG) to carry out the Darlington Retube and Feeder Replacement (RFR) project. The project involves refurbishment of all four reactors at the Darlington Generating Station and consists of two phases – a Definition Phase and an Execution Phase. The Definition Phase includes the construction of a full-scale reactor mock-up to simulate key elements of the refurbishment work, and the development, procurement and testing of specialized tooling required for the project. The Execution Phase involves refurbishment of the reactor cores using the tools and methods that were developed and tested during the Definition Phase.

Title Project Procurement Manager - Nuclear
Position Overview

The Project Procurement Manager is responsible for implementing, facilitating and monitoring the complete procurement life cycle in accordance with approved project policies, procedures, plans, strategy, and budgets. In general, the procurement cycle consists of standards preparation, bidder identification and prequalification, issuance of enquiries, bid evaluations, bidder selection and recommendation, preparation of purchase order and contract documents, administration of awarded purchase orders and contracts, expediting, inspection, control of materials, transportation logistics, interfacing with engineering, construction management and the Client, and progress reporting.

Key Responsibilities
  • Oversees and participates in the procurement of materials, components, and services, ensuring price value and stability, consistent quality, and  required delivery dates are met.
  • Manage procurement specialists assigned to the project as required to execute the Procurement cycle, namely: Contracts Administrators, Buyers, Expeditors, Inspectors, Material Controllers, and Transportation & Logistics Coordinators.
  • Responsible for the overall procurement function at Site including Material Management.
  • Guides, assists, and negotiates to a satisfactory conclusion critical purchasing contracts.
  • Researches and develops competent suppliers of high quality components by overseeing and participating in supplier qualification and other informational requests. Evaluates requested material and makes recommendations for inclusion on approved bid lists.
  • Monitors methods of communications, problem resolution, and contractual disputes. Contacts suppliers regarding large or recurring material problems and resolves issues.
  • Participates in the maintenance of systems which measure, track, and analyze supplier and material effectiveness, price, and reliability.
  • Maintains currency with respect to technical and supervisory skills by attending training classes, special technical and administration courses, seminars, exhibits and trade shows as needed.
  • Assumes additional related responsibilities as necessary
Required Knowledge & Skills
  • Knowledge of procurement practices, such as the competitive bidding process; knowledge and experience with contract terms and conditions; knowledge of services delivery models including KPI application and performance oriented outsourcing;
  • Strong Financial Management abilities
  • Experience managing spend in excess of $100m
  • Negotiation skills, including the ability to reconcile conflicting service and financial requirements and to recover compensation for poor performance
  • Excellent customer service skills (written and verbal), and the ability to work within a matrix reporting structure
  • 10+ years of procurement experience, preferably in the EPC or EPCM industry
  • Knowledge and understanding of current market conditions
  • Ability to develop business opportunities to be measured against EBITDA
  • Proficiency with MS office applications (excel, word, PowerPoint and access)
  • Familiarity with E-Procurement/E Sourcing applications an asset
